Introduction
The Water Security Agency and the Ministry of Environment requires that at least once each year waterworks owners provide notification to consumers of the quality of water produced and supplied as well as information on the performance of the waterworks in submitting samples as required by a Minister’s Order or Permit to Operate a waterworks. The following is a summary of the Town of Burstall water quality and sample submission compliance record for the 2020 time period. This report was completed on January 20th, 2021. Readers should refer to Water Security Agency’s Municipal Drinking Water Quality Monitoring Guidelines, June 2015, EPB 502 for more information on minimum sample submission requirements and the meaning of type of sample. Permit requirements for a specific waterworks may require more sampling than outlined in the department’s monitoring guidelines. A minimum of 0.1 milligrams per litre (mg/L) free chlorine residual is required for water entering the distribution system. Tests are normally performed on a daily basis by the waterworks operator and are to be recorded in operation records. This data includes the number of free chlorine residual tests performed, the overall range of free chlorine residual (highest and lowest recorded values) and the number of tests and percentage of results not meeting the minimum requirement of 0.1 mg/L free chlorine residual.

Chemical – Health Category
All waterworks serving less than 5000 persons are required to submit water samples for SE’s Chemical Health category once every 2 years. The Chemical Health category includes analysis for arsenic, barium, boron, cadmium, chromium, fluoride, lead, nitrate, selenium and uranium.

The last sample for Chemical Health analysis was submitted on April 8, 2019. Sample results indicated that the provincial drinking water quality standards were not exceeded.

All waterworks serving less than 5000 persons are required to submit water samples for SE’s General Chemical category once every two years if a ground water source and once per three months every second year if a surface water or blended surface/groundwater source. The General Chemical category includes analysis for alkalinity, bicarbonate, calcium, carbonate, chloride, conductivity, hardness (as CaCO3), magnesium, sodium, sulphate and total dissolved solids.

The last sample for General Chemical analysis was required on 2019 and submitted on April 8, 2019. Sample results indicated that there were no exceedences of the provincial aesthetic objectives for the General Chemical category.

*Objectives apply to certain characteristics of or substances found in water for human consumptive or hygienic use. The presence of these substances will affect the acceptance of water by consumers and/or interfere with the practice of supplying good quality water. Compliance with drinking water aesthetic objectives is not mandatory as these objectives are in the range where they do not constitute a health hazards. The aesthetic objectives for several parameters (including hardness as CaCO3, magnesium, sodium and total dissolved solids) consider regional differences in drinking water sources and quality.

NO LONGER ACCEPT DEMOLITION MATERIALS WHICH INCLUDES BUILDINGS, OUTBUILDINGS OR FENCING. KNOWN DEMOLITION & CLEAN-UP PROJECTS TAKING PLACE WITHIN THE DISTRICT AND COMMUNITY WHICH ARE KNOWN TO REQUIRE MULTIPLE LOADS OF DISPOSAL CONTAINING MISCELLANEOUS DEMOLITION / HOUSEHOLD/ GARAGE / SHED MATERIALS ARE ALSO CONSIDERED TO FALL UNDER THIS RESOLUTION AND WILL NOT BE ACCEPTED FOR DISPOSAL TO THE LANDFILL SITE.

Bylaw #2021-186 – Burstall Landfill Site Operation & Rate Schedule Bylaw

BYLAW NO. 2021-186

A BYLAW FOR THE PURPOSE OF ESTABLISHING AND OPERATING THE BURSTALL LANDFILL SITE

The Council of the Town of Burstall in the Province of Saskatchewan, enacts as follows:

This Bylaw shall be known as the “Burstall Landfill Site Operation And Rate Schedule Bylaw”.

The Landfill Site is only for the use of the Town of Burstall & R. M. Of Deer Forks #232 rate payers & residents.

Accepted Waste Materials (No Charge If Disposed of/Sorted Correctly)
– Yard Debris
– Trees
– White Metals
– Electronics (disposed of in the Electronic C-Can)
– Concrete
– Propane Tanks (valve must be removed)

Appliances (No Charge If Disposed of Correctly):
– Fridge (door must be removed)
– Freezer (door/lid must be removed)
– Air Conditioner

Washer or Dryer (door/lid) must be removed

Barbeque

ALL ITEMS DEPOSITED INTO THE BIN WILL BE CHARGED ACCORDINGLY.

The invoice will be made in triple. One copy for the customer, one copy of the landfill attendant and one copy for the Town of Burstall Municipal Office.

The customer will be invoiced by the Town of Burstall Municipal Office.
Any invoices that are not paid for in full upon receipt of invoice, will be refused access to use of landfill site until paid in full.

THE VOLUME WILL BE ESTIMATED AND CHARGES SHALL BE AGREED TO BY BOTH THE ATTENDANT AND THE HAULER BEFORE ITEMS ARE UNLOADED.

Minimum Charge
$3.00 – minimum charge for disposal fee

Furniture/Construction and/or Renovation Materials (Broken Down):
$10.00 per m3

Bagged debris
$3.00 per bag

Demolition waste materials (going into demolition bin)
$75.00 per m3

Furniture (not broken down and going into demolition bin)
$75.00 per m3

Shingles – Minimum Charge
$100.00 – minimum charge for disposal

Large Demolition Projects
– Refuse created from large demolition projects and the demolition of structures will NOT be accepted. The owners (or the owners’ contractor) will be responsible for renting their own waste bin and all associated costs to dispose of the materials.

Truck loads larger than 1 ton will NOT be accepted. Loads may not be accepted if not accepted waste materials are detected by the attendant.

Non-accepted Waste Materials:
– Vehicle and/or Tires
– Recyclables such as paper, cardboard, plastics, tins (that can go into the home/business recycle carts)
— Animal Manure (feces) or liquid waste
– Animals (deceased) or slaughterhouse waste
– Grain or screenings
– Chemical, herbicide or pesticide products or containers
– Petroleum waste including oil filters, oily rags, oil containers
– Hazardous waste or radioactive materials
– Paint, paint thinner, or paint remover cans unless they are empty and dry with the lids
off

5. Bylaw No. 2020-184 is hereby repealed.

This bylaw shall come into force and take effect on the day of final reading.

They include:

People not from the same household or extended household should maintain two metres of physical distancing at all times.

  1. People who are sick are asked to stay home.
  2. Gathering limits must be followed.
  3. Do not share toys or sports equipment between groups.
  4. Wash hands before and after visiting a playground.
